David Seltzer

David Seltzer is a Principal and co-founder of Mercator Advisors, an SEC-registered municipal financial advisor formed in 2001 and based in Philadelphia. Mercator assists governmental and other entities sponsoring major transportation projects and programs.

Mr. Seltzer has over 40 years of experience in public finance, working in both the public and private sectors. He spent 20 years in investment banking, assembling bond issues for transportation and other infrastructure programs at EF Hutton, Lazard Frères and Lehman Brothers. He also served as Senior Advisor to the Federal Highway Administrator at USDOT for several years.

He currently is chair of the board of the Philadelphia Youth Sports Collaborative and previously chaired Philadelphia Gas Works, the nation’s largest municipally-owned gas utility. He also serves on the boards of the Philadelphia Museum of Art, CraftNOW Philadelphia and Starfinder Foundation, a soccer-based youth development organization. Mr. Seltzer holds a BA in Urban Studies from Trinity College, Hartford and an MBA from The Wharton School.
